Santa Clara County is currently implementing the state’s Regional Stay at Home Order. The order will remain in effect until lifted by health authorities. Do your part to stop the spread of COVID-19 and protect our health care system. It is more critical than ever to stay at home as much as possible and do not gather with people outside your household. If you run essential errands or perform essential work, wear a face covering and keep six feet apart from others.
City Manager Update to Council: City Manager Dave Sykes presented an update to the City Council during Item 3.1 yesterday, Jan.12 regarding the City’s response to COVID-19. Dave and officials from the Emergency Operations Center (EOC) provided information on the recent Public Health Orders and the status of vaccines; Coronavirus Response and Relief Supplemental Appropriations Act of 2021, and an update on Food Distribution over the winter holiday. Updates on City of San José Services and/or Operations
- San José City Council: There will not be a City Council meeting on Tuesday, Jan. 19.
- San José City Hall, City Offices to Close January 18: The City’s EOC will continue operating while most noncritical City services will be closed in observance of the Martin Luther King Jr. Holiday. Public safety and utility services will operate during the holiday.
- Customer Contact Center (San José 311): The City’s Customer Contact Center will be closed on Jan.18. An answering service will provide information and assistance to callers. Non-emergency requests requiring follow-up will be routed to the proper department and handled during open business hours.
- San José Public Library’s Express Pickup Service: The San José Public Library (SJPL) has temporarily reduced its Express Pickup service hours of operation to Tuesday-Saturday from 2 to 6 p.m., through the duration of the County’s Purple Tier status. Express Pickup will not be available on Jan. 18. The eLibrary is always open at www.sjpl.org.
- San José Community Centers and Regional Parks: City community centers remain closed due to the current pandemic. There are no park closures on Jan.18. Residents are advised to follow Santa Clara County’s physical distancing orders, avoid gathering or engaging in group activities, and comply with all county and state health guidelines while using parks, trails, open spaces and other park amenities. Stay up to date on seasonal closures.
- Garbage and Recycling Service: Garbage and recycling service collection scheduled for Monday, Jan.18, will occur as usual. Residents can contact their garbage, recycling, or yard trimmings company to report missed collections, damaged carts, or to change cart size. Visit www.sjenvironment.org/lookup to locate your collection companies.
- COVID-19 Community and Resident Assistance Survey: As COVID-19 continues to impact our communities, the City of San José is committed to helping all residents. We want to hear more about the impact of COVID-19 on the life of our residents and how we can best support communities during this difficult time. Our goal is to identify the greatest needs, using an equity lens to prioritize residents and/or populations that have been disproportionately impacted. The information will help us plan how to best assist communities with the most need recover. The survey launched on Dec.15, 2020 and will close on Friday, Jan. 22, 2021. Take the survey today:
- Emergency Paid Sick Leave Ordinance Extended through June 2021:To help workers affected by COVID-19, the City has extended its Emergency Paid Sick Leave Ordinance requiring all businesses operating in San José or with employees working in San José to provide paid sick leave. This means that employees qualify for the equivalent of two paid weeks if they miss work because they are COVID-19 positive, have been told by a health care provider to quarantine, are caring for a person with COVID or a child due to the closure of a school or a child care facility. In addition to extending the time period for the Ordinance, employees can now take legal steps against their employer to enforce the terms. Information is available on the Public Works Department’s Paid Sick Leave page.
- Business Tax Hardship Extension: Businesses seeking assistance due to COVID-19 can apply for a temporarily expanded COVID19 Business Tax Hardship Exemption if their anticipated annual gross receipts are at or below $25,520 or the anticipated adjusted household income is at or below $51,040 for 2020. All businesses approved for this exemption will be required to submit 2020 tax information.
- Federal Relief Paycheck Protection Program (PPP) Loan: Banks and community development financial institutions are now accepting applications for the revised PPP loan included in the federal stimulus bill. This program is an important resource for small businesses and some nonprofits because loans can be converted into grants if the money is spent according to federal rules. Businesses should identify a participating lender, gather necessary documents and submit the application as soon as possible. To improve the chance of receiving a loan, the City is encouraging businesses to get free help with their applications from community partners such as the Small Business Development Center (SBDC), AnewAmerica, Minority Business Development Agency (MBDA) or SCORE. The new federal stimulus bill also includes a relaunch of the Economic Injury Disaster Loan (EIDL) grant program, providing funds of up to $10,000 to qualifying businesses in low income communities. Information about the EIDL grant can be found on the National Foundation for Independent Business website.
- Pandemic Unemployment Assistance: The federal stimulus bill extends the $300-per-week Pandemic Unemployment Assistance program through March 14, 2021. The expanded coverage includes the self-employed, gig workers, and others in non-traditional employment. For more information, visit the California Employment Development Department (EDD) website.
- Small Business Support Available: City staff remain available to provide guidance and support in multiple languages to our small businesses and can be reached through email, covid19sjbusiness@sanjoseca.gov, or phone, 408-535-8181.
- Volunteers Needed for Socially–Distant Pruning Event at Municipal Rose Garden: Spaces are still available for volunteers to register for the annual pruning event at the Municipal Rose Garden. The 3,500 roses spanning over five acres require volunteers for routine pruning each winter. This year, the pruning event will take place over the weekend as opposed to one-day to ensure social distancing. The extended volunteer event provides more community members the opportunity to spend relaxing time outdoors in what has been named “America’s Best Rose Garden.” COVID-19 safety measures will be in place for all volunteer sessions, including face mask requirements, social distancing, and symptom checks. The event begins Friday, Jan.15 through Sunday, Jan.17. Advanced registration is required. For more information, contact ParkVolunteer@sanjoseca.gov or call 408-595-3483.
Updates from the County of Santa Clara
- COVID-19 Vaccines Now Available to Residents Age 75 and Older: Beginning today, Jan. 13, the Santa Clara County Health and Hospital System will be offering COVID-19 vaccinations to Santa Clara County residents who are 75 years of age or older. Patients of Kaiser, Palo Alto Medical Foundation, and Stanford Healthcare should be receiving further information from their providers in the coming days regarding how to receive vaccines through their healthcare provider. Any County resident age 75 and over who is not a part of one of these systems can now schedule an appointment through a Santa Clara Valley Medical Center (SCVMC) vaccination clinic. Current SCVMC vaccination sites include Valley Health Center Gilroy, Valley Specialty Center, Valley Health Center Tully, the County Fairgrounds, and Berger Auditorium (1555 Berger Dr.). Appointments are required for COVID-19 vaccination; sites cannot take walk-ins. Additional vaccination sites in East San José and Mountain View are planned for the near future. For more information regarding the County’s vaccine rollout plan and eligibility, visit www.sccfreevax.org (also available in Spanish, Vietnamese, Chinese, and Tagalog). The State approved vaccination for individuals who are 65 years of age or older today, Jan. 13. The County will distribute information on vaccines for this age group in the coming days. The City will share updates from Santa Clara County Public Health as they become available. Please join us in only sharing vaccine information from official sources.
- Public Safety Personnel Receiving Vaccines: As of yesterday, Jan. 12, 71% of the San Jose Fire Department personnel (including Emergency Medical Technicians and Paramedics) have received their first dose of the COVID-19 vaccine. Fire personnel will begin receiving their second doses this week. Beginning tomorrow, Jan. 14, the County will begin vaccination of frontline workers in custody settings, law enforcement officers, and 911 dispatchers. The San Jose Police Department is coordinating vaccination of its eligible personnel, which will begin this week. City essential workers delivering services identified in Phase 1B and 1C will be informed of their eligibility to receive the vaccine in the coming weeks.
- County Prohibits Use of Indoor Breakrooms for Eating or Gathering: Due to the high risk nature of this activity, the County of Santa Clara issued a revised directive that prohibits access to indoor breakrooms and break areas for eating, drinking, or gathering. Businesses may allow personnel to access these spaces only as necessary to use appliances (such as coffee makers or refrigerators); to use alone for lactation; or other purposes provided by law. There are a few limited exceptions to this requirement, such as healthcare facilities and businesses that can demonstrate a valid legal reason why they can’t close their breakrooms. COVID-19 Testing, Tracing, and Support Services
If you need a COVID-19 test, don’t wait! A high rate of testing helps identify and stop the spread of COVID-19 cases, and is one of the factors that is helping our county reopen under the new State regulations. Some testing sites are listed below, but there are many more throughout the county. For a full list of COVID-19 testing sites in Santa Clara County, go to www.sccfreetest.org or call 2-1-1.
The County offers support options for people who test positive or have been in contact with someone who is COVID-19 positive. If you need help with food, bills, or a place to stay while you isolate or quarantine, please call 408-808-7770 to learn about support services from the County of Santa Clara.
- Appointments Available for Testing in San José, Saratoga, and Milpitas: Getting tested for COVID-19 is convenient and easy. Appointments can be made at the rotating city-based sites a week in advance, and five days in advance at the ongoing Santa Clara County Fairgrounds operation - visit www.sccfreetest.org. Valley Medical Center testing sites can now provide automated results via text message – often as soon as the day after the test is administered.
