Restrictions Lift as San José, Santa Clara County Return to the Red Tier: Reductions in COVID-19 cases, hospitalizations and deaths allow Santa Clara County businesses to return to the Red Tier beginning March 3, 2021. Businesses and activities listed below are now allowed to resume in compliance with the State’s framework for the Red Tier and the County's Risk Reduction Order. Businesses must have an updated Social Distancing Protocol on file and displayed, as well as posted and enforced capacity limits. For specific categories of business and social distancing protocols, visit the Santa Clara County COVID-19 guidance pages:

  • Restaurants may resume indoor service, at 25% capacity or 100 people, whichever is less 
  • Retail and grocery stores can operate indoors at 50% capacity 
  • Museums, zoos, aquariums: allowed to open indoors at 25% capacity 
  • Gyms and fitness centers: allowed to open indoors at 10% capacity 
  • Movie theaters at 25% capacity or 100 people, whichever is less 
  • Indoor shopping malls are allowed to open indoors at 50% capacity

Although more activities are allowed under the Red Tier, the County Health Officer urges everyone to remember that indoor activities are much higher risk than outdoor activities and to take every step to reduce your risk as much as possible. To keep yourself, your family, your friends and neighbors, and our broader community safe, continue to stay masked, maintain at least a 6-foot distance from others, avoid crowds, and get vaccinated when it is your turn.

City Manager Update to Council: City Manager Dave Sykes presented an update to the City Council during Item 3.1 yesterday, March 2 regarding the City’s response to COVID-19. Dave and officials from the Emergency Operations Center (EOC) provided updates on the EOC, Intergovernmental Relations, and Communications regarding the City’s COVID-19 response. Updates on City of San José Services and/or Operations

  • Free Legal Services for Tenants and Legal Information for Landlords: Low-income tenants in San José have access to legal services at no cost through the City-funded San José Housing Consortium. Landlords also have free access to legal information to better understand their rights and responsibilities. The goal of the Housing Consortium is to increase housing stability for vulnerable residents. Housing Consortium attorneys are able to help with many types of rental housing disputes, including evictions, lease violations, nonpayment of rent, housing discrimination, health and safety concerns, and rent increases. The consortium is comprises the Law Foundation of Silicon Valley, Bay Area Legal Aid, Senior Adults Legal Assistance, the Asian Law Alliance, and Project Sentinel. Tenants who would like legal assistance may call 800-551-5554 to receive referrals. Landlords may call 408-414-5359 to access legal information.
  • Claim an Employee Retention Tax Credit: Free Webinar for Small Businesses: If your business has been able to retain employees during the pandemic, you may be able to claim as much as $14,000 of payroll per employee and get either a credit or a refund on your federal taxes. To learn how to get this tax credit, register for a free webinar on March 4 from 3:30 p.m. to 5 p.m. hosted by the City of San José with partners including the Small Business Development Center.   • Resources to Help Manage Your Electric Bill: We know many of our residents are still struggling to keep up with bills during the lasting effects of COVID-19. To help, San José Clean Energy has outlined a list of monthly and one-time bill assistance programs, including a new debt forgiveness program, that customers may be eligible for. The California Public Utilities Commission recently extended customer protections – including the moratorium on service disconnections for nonpayment – from April 16, 2021 to June 30, 2021. Visit the San José Clean Energy website for a list assistance programs. The information is also available in Spanish and Vietnamese.
  • SJPL Express Pickup Service Hours Update: With Santa Clara County returning to the Red Tier, the San José Public Library (SJPL) will resume its original Express Pickup hours starting Friday, Mar. 5. The hours of operation will be Monday to Saturday from 1 to 6 p.m. Library customers will now also be able to place up to 30 holds per account. SJPL Express Pickup offers an easy, contactless, and convenient way to access the Library’s physical collection, while the interior of the library remains closed.   • Register for COVID-Modified Sports and Leisure Activities: Spring registration is now open for a variety of sports and leisure programs for all ages through the City of San José’s Parks, Recreation and Neighborhood Services (PRNS) Department. The spring season starts Monday, March 22, 2021. Participants can view and register for activities online. All programs are modified to meet county and state COVID-19 guidance, including daily health screenings and wearing face masks. Each participant may only register and attend one in-person activity at a time and timelines for activities may not overlap. Each in-person registration must have a minimum of three weeks between each enrollment. Scholarships are available for those who qualify; awarded as funding is available. For scholarship registration, contact your local community center to verify scholarship registration hours. For questions regarding programs, scholarships, or safety guidelines, please contact sjregistration@sanjoseca.gov.

COVID-19 Vaccine, Testing, Tracing, and Support Services

  • Vaccine Eligibility Update: Santa Clara County residents in the following work sectors are eligible to receive their vaccines Feb. 28 or later:
    • Food and Agriculture: Workers in groceries, pharmacies, convenience stores, and other retail that sells food and/or beverages; restaurant workers, caterers, and food delivery drivers; and farmers, farm and ranch workers, and agribusiness support services.
    • Education and Childcare: Workers of public and private childcare establishments (including daycares), pre-K establishments, K-12 schools, colleges, and universities.
    • Emergency Services Workers (who cannot practically work from home): Workers in a variety of public safety, disaster response, security, protective services, and animal control functions listed in the state’s Emergency Services Sector Index.
    Additionally, residents age 65+ remain eligible to receive their vaccines. Appointments may be made through your regular healthcare provider or through Santa Clara County at sccfreevax.org. Appointment registration forms are available in English, Spanish, Vietnamese, and Chinese. Residents can also call Valley Connections at 408-970-2000 for assistance making vaccine appointments. Interpretation services are available. Insurance and immigration status do not impact your eligibility for the vaccine.
  • VTA Offers Free Rides to COVID Vaccination Sites: As Santa Clara County increases the number of COVID-19 vaccination locations, VTA can take you there, no fare required. Visit the VTA website for an interactive map of bus and light rail routes that can bring you to County vaccination sites, free of charge.  
  • Get Help with Quarantine or Isolating: The County offers support options for people who test positive or have been in contact with someone who is COVID-19 positive. If you need help with food, bills, or a place to stay while you isolate or quarantine, please call 408-808-7770 to learn about support services from the County of Santa Clara.
  • Get Tested: If you need a COVID-19 test, don’t wait! A high rate of testing helps identify and stop the spread of COVID-19 cases, and is one of the factors that is helping our county reopen under State regulations. Some testing sites are listed below, but there are many more throughout the county. For a full list of COVID-19 testing sites in Santa Clara County, go to www.sccfreetest.org or call 2-1-1.
  • Appointments Available for Testing in San José, Campbell, and Palo Alto: Getting tested for COVID-19 is convenient and easy. Appointments can be made at the rotating city-based sites a week in advance, and five days in advance at the ongoing Santa Clara County Fairgrounds operation - visit www.sccfreetest.org. Valley Medical Center testing sites can now provide automated results via text message – often as soon as the day after the test is administered.
