City Manager Update to Council: City Manager Dave Sykes presented an update to the City Council during Item 3.1 yesterday, April 6, regarding the City’s response to COVID-19. Dave and officials from the Emergency Operations Center (EOC) provided updates on the EOC, Community and Organizational Transition to Recovery, and Strategic Framework to Realign the Organization. Updates on City of San José Services and/or Operations

  • Webinar on Rebuilding Your Business – Getting Your Customers and Employees to Come Back: You are ready to serve your customers and clients – but are they and your employees comfortable with it? A panel of experts will help you stand out from the competition as a safe business in legal and effective ways at a City of San José hosted webinar on April 15 at 3:30 pm. Topics will range from effective messaging, to vaccine passports, to workplace policies on vaccines and beyond. Registration for this webinar is encouraged.
  • Food Distribution During School Spring Breaks: Spring break for most school districts are currently taking place through April 9 or April 12 to 16. The City of San José, Santa Clara County Office of Education, and various San José school districts are providing meals at designated locations. 
     
    Information on the spring break dates of each school district and their meal distribution plan during their break can be found in the Food Distribution Community & Media Toolkit. The information included on the flyers has been provided by the County Office of Education and the school districts noted. It is strongly recommended to call food distribution sites ahead to confirm operating days and hours. 
     
    Please note the following: In some school districts, students, regardless of eligibility, will be able to receive curbside meals for free. The USDA has extended the waiver that allows schools to offer meals to all children at no charge through June 30, 2021, dependent on available funding.

  • Register for COVID-Modified Sports and Leisure Activities: Registration for spring session two is now open for a variety of sports and leisure programs for all ages through the City of San José’s Parks, Recreation and Neighborhood Services (PRNS) Department. Session two of the spring season starts Monday, April 26. Participants can view and register for activities online. All programs are modified to meet county and state COVID-19 guidance, including daily health screenings and wearing face masks. Each participant may only register and attend one in-person activity at a time and timelines for activities may not overlap. Please note that registration restrictions may change at any time. Scholarships are available for those who qualify; awarded as funding is available. For scholarship information, contact your local community center.   • Indoor Computer and Printer Usage Available at Select San José Public Library Branches:  The San José Public Library’s (SJPL) Dr. Roberto Cruz – Alum Rock and Tully branches have opened their doors to the public to provide limited technology access starting Monday, April 5. SJPL members can make reservations during Express Pickup hours (Monday to Saturday from 1 to 6 p.m.). For more information, visit: sjpl.org/reservecomputer.
  • San José Fire Department Providing Vaccination Support: On Monday, April 5, the County of Santa Clara launched its mobile COVID-19 vaccination clinic with the support of public safety agencies including San José Fire Department (SJFD). First responders from agencies throughout the County have been supporting the County’s vaccination efforts since late December 2020 by staffing the clinic with personnel to support clinic operations and to serve as vaccine injectors. SJFD has approximately 22 Firefighters assisting with the Countywide vaccination effort on a daily basis. Six are now providing mobile vaccinations to homebound San José residents in partnership with Santa Clara County Public Health Department, while another 16 are continuing to support the County vaccination clinic at the Fairgrounds. The mobile vaccination clinic operation is another critical step towards vaccinating our most vulnerable, homebound community members. Updates from the State of California
  • Vaccine Eligibility Expands: Effective April 1, individuals aged 50+ are eligible to make an appointment to be vaccinated against COVID-19. Come April 15, all Californians 16 and older will be eligible. While the vaccine supply is expected to be expanded, individuals may need to wait for an appointment. To schedule an appointment visit MyTurn.ca.gov (available in 12 languages) or call 1-833-422-4255. 
  • Additional Activities Allowed April 15: The California Department of Public Health recently released updates to the state’s reopening framework which will allow additional activities to resume with modifications effective April 15. Updates to the Orange Tier (current status of Santa Clara County) include: 
    • Outdoor gathering size increases to 50 people 
    • Indoor gatherings strongly discouraged, will be allowed with modifications (no food/drink except when following the standards in the guidance) 
    • Outdoor private events size increases to 100 people or 300 if all guests are tested or show proof of full vaccination 
    • Indoor private events will be allowed if all guests are tested or show proof of full vaccination: maximum 150 people 
    • Indoor seated live events and performances at small venues: Maximum 15% or 200 people; 35% if all guests are tested or show proof of full vaccination 
    • Indoor seated live events and performances at large venues: Maximum 10% or 2000 people; 35% if all guests are tested or show proof of full vaccination

  • State Outlines Criteria for Recovery: Governor Gavin Newsom announced this week that California will fully open June 15 if two criteria are met:  
    • If vaccine supply is sufficient for Californians 16 years and older who wish to be inoculated; and 
    • If hospitalization rates are stable and low. 
  • CA COVID-19 Rent Relief Program: Have you lost income during the COVID pandemic? Are you having difficulty paying your rent? Emergency rental assistance is available. The CA COVID-19 Rent Relief Program helps tenants stay in their homes by paying their unpaid rent for them. Payments go directly to landlords. Landlords can get reimbursed for 80% of each eligible tenant’s unpaid rent that accumulated between April 2020 and March 2021. To receive this money, the landlord must waive the remaining 20% of unpaid rent. Eligible tenants whose landlords choose not to participate may still apply on their own. Eligible tenants can receive 25% of unpaid rent that accumulated between April 2020 and March 2021. For details about eligibility and rules, and to apply for this program, landlords and tenants can visit https://housing.ca.gov. They may also call 833-430-2122.
  • Low-Income Workers May Be Eligible for Golden State Stimulus: The state is supporting low-income residents with a one-time payment of $600 to taxpayers who qualify for the California Earned Income Tax Credit (CalEITC) during the 2020 tax year. For the first time, taxpayers with an Individual Taxpayer Identification Number (ITIN) may also be eligible. Check eligibility requirements and get assistance preparing your tax return at CalEITC4Me.org.
  • Updated Travel Advisories: Effective April 1, the state issued an updated travel advisory removing the previous recommendation that Californians not travel more than 120 miles from their home. Postponing travel and/or avoiding out-of-state non-essential travel are still encouraged. Travelers from other states or countries are strongly discouraged from entering California and should follow the Centers for Disease Control (CDC) travel guidance related to testing and self-quarantine. The CDC issued a statement April 2 stating fully vaccinated travelers can resume travel at low risk to themselves, but the agency is still not recommending travel given rising case counts nationwide. Vaccinated travelers no longer have to follow the recommendations to get a COVID-19 test before and after travel unless required by the destination. Travelers still need to wear a mask and take other precautions. 
COVID-19 Vaccine, Testing, Tracing, and Support Services
  • Vaccine Supply and Eligibility: With vaccine supply expected to significantly increase in the coming weeks, the state has expanded vaccine eligibility. Please check sccfreevax.org or with your healthcare provider for appointment availability. The groups listed below are now eligible for the vaccine: 
    • Santa Clara County residents age 50+
    • Individuals age 16-49 with high-risk conditions
    • Workers in food and agriculture
    • Workers in education and childcare
    • Emergency services workers (who cannot practically work from home)
    • Public transit workers
    • Workers and residents in high-risk group residential setting
    Insurance and immigration status do not impact your eligibility for the vaccine. 
  • VTA Offers Free Rides to COVID Vaccination Sites: As Santa Clara County increases the number of COVID-19 vaccination locations, VTA can take you there, no fare required. Visit the VTA website for an interactive map of bus and light rail routes that can bring you to County vaccination sites, free of charge.
  • Get Help with Quarantine or Isolating: The County offers support options for people who test positive or have been in contact with someone who is COVID-19 positive. If you need help with food, bills, or a place to stay while you isolate or quarantine, please call 408-808-7770 to learn about support services from the County of Santa Clara.
  • Testing Still a Critical Part of Pandemic Response: Although more eligible community members are getting vaccinated each day, the decline in case rates is stalling and the proportion of cases linked to more transmissible COVID-19 variants is climbing. With these factors in the mix, robust community testing remains critical. Testing is available seven days a week. There are many options, including appointment or walk-in, drive-through or walk-up. Frontline workers should get tested at least once a month and continue testing even after vaccination. Make appointments at sccfreetest.org
  • Appointments Available for Testing in San José, Saratoga, and Milpitas: Getting tested for COVID-19 remains free, convenient, and easy. Appointments can be made at the rotating city-based sites one week in advance, and five days in advance at the ongoing Santa Clara County Fairgrounds operation – visit www.sccfreetest.org. Valley Medical Center testing sites can now provide automated results via test message – often as soon as the day after the test is administered.
