Women who are eligible for Medicaid for Breast and Cervical Cancer (MBCC) receive full Medicaid benefits including cancer treatments and reconstruction. MBCC services are administered in the STAR+PLUS program through a Managed Care Organization (MCO) of the member's choice. Women who receive MBCC services will have a nurse service coordinator. The service coordinator can help identify and address medical needs, help members and their families understand Medicaid benefits, ensure access to needed specialty services and help coordinate community supports, including services that might be non-medical or not covered by Medicaid.
STAR+PLUS
STAR+PLUS is a Texas Medicaid managed care program providing healthcare and long-term services and supports through an MCO of the client's choice. As of Sept. 1, 2017, most women in the MBCC program will get Medicaid services through STAR+PLUS which includes the following services:
- Unlimited prescriptions.
- A service coordinator to help them find the right providers for their needs.
- A primary care provider to make sure all of their needs are addressed.
- Value-added services which are extra services like respite, extra vision services, and health and wellness services.
Eligibility
You may qualify for MBCC if you meet all the following criteria:
- Have been diagnosed with breast or cervical cancer
- Need treatment for breast or cervical cancer
- Live in Texas
- Are a U.S. citizen or eligible immigrant
- Are age 18-64
- Do not have health insurance
- Have a household income at or below 200 percent of the Federal Poverty Guidelines
Application and Enrollment
To apply for MBCC services you will need to reach out to a Breast and Cervical Cancer Services (BCCS) provider in your area, which you can locate online or by calling 2-1-1 for assistance. The BCCS provider will assess your eligibility and submit the application on your behalf. After HHSC reviews the application, you will be informed by mail of your Medicaid status, including the effective date of coverage and Medicaid Eligibility Determination Group number, or reason for denial. Applicants may contact 2-1-1 to request information about the status of their application and Medicaid number.
Once enrolled in MBCC, you will receive information from HHSC in the mail on how to choose a MCO. To ensure you receive enrollment materials, please make sure HHSC has the correct address on file. You can update your address by calling 2-1-1. People receiving SSI will need to update their address with the Social Security Administration at https://www.ssa.gov/.
